As part of the changes in the Neighborhood Council system based on recommendations from the Neighborhood Council Review Commission (see below), all NC elections will be managed by the City Clerk's office. This year, NC elections between March and June (including NENC) will be managed by the Clerk's office, while others will continue to be managed by DONE, as previously. There will be no NC elections in 2009, and from 2010 on, all NC elections will be held in even years. NC bylaws will need to be amended to reflect the new arrangements. (Note: a few items on our February meeting agenda are related to this.)
At the July meeting, we began to discuss the proposed medium-density development on White Oak Avenue between Lassen and Superior. Currently, a developer, Ted Stein, is proposing to convert 4 contiguous single-family homes on large lots into 32 small single family homes (reduced from 36 to meet Planning Department requirements), and has applied for zoning changes to make this possible. Also, there's a potential for the entire block to be redeveloped in this way.

The Neighborhood Council Review Commission (NCRC) is an independent group of 29 volunteers appointed by the Mayor and City Council to review L.A.'s system of neighborhood councils, and to make recommendations for improvement. After more than a year of study and interactions with NC members and other community voices, they've come up with a final set of recommendations that they've submitted to the City Council for action. You can download the final report from their web site. (We'll look into getting hardcopies for those who want them.)
Many of the recommendations have been sent to the City Council and approved, including having the City Clerk take over the running of NC elections (the NCs will continue to control the composition of the board, the type of election, outreach, etc.).

for Andasol Avenue PTA This is one of a series of fundraisers to help Andasol's PTA to augment and supplement Andasol's educational programs. On Tuesday, April 22, 2008, from 5-8PM, the PTA is sponsoring a Gift Basket Silent Auction. Any donation (materials, products, monetary contributions, gift certificates, etc.) received from the community would be greatly appreciated by our students and staff. Donations can be brought to the main office, mailed directly to Andasol, or you may contact Dorit Jacoby to make arrangements for pick-up. Andasol's educational programs are greatly enhanced with the involvement of concerned community members, local organizations, and businesses. Council members Smith and Zine will be sponsoring a Day of Service in
the West Valley
Communities of Chatsworth, Canoga Park, Winnetka, and West
Hills. We are working alongside Big Sunday, and it is likely that any
projects you wish to join will be detailed on their website
(Bigsunday.org) starting April 1st. There will be up to 50 projects in the West Valley, for example, planting trees or pulling non-native weeds out of Chatsworth Trails, or "Human Interest" projects, such as collecting donations for the local animal shelter or distributing compact fluorescent light bulbs to small businesses. If you want to volunteer your time, (or suggest a project), please contact Tessa Charnofsky to be put on a list to keep you informes and help you identify projects that work for you and your family. The event starts at 8:00am at each of the project sites; and then at 12:00pm, we'll have a Closing Ceremony at the Chatsworth Train Depot. We're pleased to note that our MC for the event is actor and environmentalist Ed Begley! The Mayor and Councilman Smith will also be in attendance (unfortunately, CM Zine will not be available), as will hundreds of volunteers! We'll have lunch, great music, and a ton of booths, including an animal services booth where you can adopt a pet. Bureau of Sanitation is hosting its 6th annual open house events
offered free to the public. Each of the city’s six sanitation
yards, in Sun Valley,
Northridge,
Lincoln Heights/Cypress Park, South Los Angeles, San Pedro and West Los
Angeles, will promote recycling fun while providing hands-on
educational experiences and informational material on city programs. The open houses are designed to display the city’s recycling program, increase recycling awareness and improve access to city services delivered by the Bureau of Sanitation. Last year, more than 3,200 residents visited the open houses and more than 300 city employees volunteered their time to conduct the weekend events for the public. Visitors will be treated to trash truck and equipment demonstrations in addition to yard tours and educational booths. Visitors of all ages will have an opportunity to meet the city’s recycling mascots. The blue characters “Mr. Recycle” and “Robo Blue” will promote the cause of recycling to the next generation of residents by engaging the imagination of children. As a bonus, Million Trees L.A. will provide tree adoption opportunities and the Bureau of Sanitation will distribute free mulch from its green waste program. Fernando Valley will be honoring the L.A. City and L.A. County Fire
Chiefs on May 8th at a dinner
at the Grand Ballroom of the Sheraton
Universal Hotel at 333 Universal Hollywood Drive,
Universal City. At a special reception prior to the dinner, the ranks of City and County fire personnel will stand and salute their Chiefs from an armada of fire engines, fire trucks and EMT vehicles. The Chiefs will then attend the dinner event to receive the honors and the gratitude of Southern California for their work to fight the devastating fires of 2007. KABC-TV will be participating. Fritz Coleman of KNBC-TV will be the M.C. In addition, State Senator Sheila Kuehl will be honored for her outstanding work and service on behalf of the residents of the San Fernando Valley. This is a rare opportunity for you to be directly involved and to have an active presence and participation in this important event.
