Monthly Meeting Minutes August 17, 2005 Prince of Peace Lutheran Church

Agenda Topics

  1. Meeting called to order 7:08 P.M.
  2. Update of Proposed Walmart Project next to the Northridge Fashion Center:
    1. An environmental impact survey will be required by Councilman Greg Smith.
    2. Both the Northridge East and West Neighborhood Councils voted against the project.
  3. Presentation by Mr. Lee Ambers for a project at 18434 Vincennes:
    1. The location is the last single family home in the area. It is located behind what was the Mrs. Gooche’s Store.
    2. Mr. Ambers first proposed to build a housing complex with 38 apartments and 58 parking spaces.
    3. After being turned-down by the city planning commission Mr. Ambers proposed a plan for 26 apartments and 54 parking lots. This project will go before the planning commission next month. This project would have 10 three bedroom apartments and 16 two bedroom apartments. For 58 bedrooms, 57 parking spaces would be provided. 43 parking spaces would be full sized (8’4”x18’). 11 parking spaces would be “compact” (7’5”x15’)
    4. The council expressed much concern about the impact upon the already very stressed parking situation, which puts the pressure on local single family residents.
  4. Valley Alliance of Neighborhood Councils Report:
    1. The Valley Alliance of Neighborhood Councils is a group that invites important speakers to address their monthly meetings.
    2. They have very good speakers, and everyone is invited.
  5. Report on the “Memo of Understanding” and the Department of Water and Power:
    1. Don Dwiggins reported that a committee has formed made up of representatives of 34 neighborhood councils.
    2. The task of the committee is to negotiate a Memo of Understanding (MOU) which will help regulate the DWP regarding rate increases, street repairs, etc.
    3. The committee meets 3-4 times a year. Kelly Lord is our representative.
  6. Presentation by Mr. Steve Sultzch regarding the Sherwood Forest neighborhood:
    1. Mr. Slutzch asked how the Sherwood Forest neighborhood can be included in the NENC’s sphere of influence.
    2. Kelly Lord asked that the NENC could be given a proposal for Sherwood Forest to become a part of the NENC’s interests.
    3. A block party is coming up and Judy Nutter and Judi Levin volunteered to help staff a table for NENC.

Public Comment Time

  1. Ms Linda Dunhem voiced her concern about parking problems because of CSUN’s housing unit parking. Ms Dunhem also reported graffiti at Lassen and Louise Street in the South East corner. She was advised to call 311 and report it, as will other members of the council. It was also suggested that Council Smith’s form requesting services could be used. Many council members expressed their concern.
  2. Ms Linda Arno, who lives at 17359 Nordhoff has businesses on both sides of her property. One is licensed, the other is not and very disruptive and noisy. Judy Nutter suggested Ms Arno speak with the Building and Safety Department. It was also suggested that the NENC file a form requesting services to the office of Councilman Smith.
  3. Ms Dorothy Boberg expressed concerns about illegal parking. There was much discussion about what NENC could do.
  4. Ms Gerrie Denn expressed concern that there is a lack of communication between NENC and stakeholders.
  5. Council member Judi Levin spoke of the “Spooktacular” on October 29 in front of Northridge Hospital and how it is an opportunity to represent NENC to the community.
  6. Council member Don Dwiggins asked that the proposed enumeration of projects to be considered, be put on the agenda for the next meeting.
  7. Council member Tom Baker shared that Councilman Greg Smith would like to share with us at our October 19 meeting.
